It is like with repairing a car or medical examination. You can have periodic examination or you can end up in the hospital during your holidays or get stuck in a broken car in the middle of the road. It is very similar in companies. You can place diagnostic process and consulting in your management system or you can call a consultant when the company is almost a bankrupt or when half of the employees quit and there is nobody to work. The choices are quite rational.
